Lorraine Ellen Leslie (Bissinger)

Lorraine Ellen Leslie, 75, of Chalfont, passed away Tuesday, September 17, 2024, surrounded by her family.

Born April 5, 1949, in Philadelphia, Pennsylvania she was the daughter of the late William Bissinger and Helen (McGee) Bissinger. Lorraine graduated from Cardinal Dougherty High School in 1967 and went on to study accounting at Philadelphia University, formerly known as Philadelphia Textiles. It was there that she met her husband of 52 years, David Leslie, the love of her life.

For many years, Lorraine volunteered at John M. Grasse Elementary School while her daughters attended, coordinating fundraisers, field trips, and school plays. In 1992, she became the finance director/treasurer for Hilltown Township, later advancing to Township Manager, a role she held before retiring this past May. During her 32-year tenure, Lorraine played a pivotal role in guiding and safeguarding Hilltown's financial position and operations, a key factor in the township's ability to avoid raising local property tax rates for 13 consecutive years.

Lorraine's greatest joys were her four grandchildren. She relished attending her grandsons' sporting events, from swim meets and water polo matches to football, baseball and basketball games. Lorraine also delighted in watching her granddaughter play softball and basketball, as well as their regular trips to the nail salon. She never missed a chance to spend time with her grandkids.

In addition to her husband, she is survived by her two daughters, Joanna Ford and her husband, Tim, of Perkasie, and Julia Rawa and her husband, Bob, of Lansdale, and her four grandchildren, Nathan, Tyler, Benjamin, and Hailey.  

Relatives and friends are invited to attend her memorial service at 1 PM on Sunday, September 22, 2024, at St Peter’s Lutheran Church, 1530 Augsburg Dr, Hilltown Township, PA, where the family will receive friends from 12:00-1:00 PM. Interment will be held privately. In lieu of flowers, contributions may be made in her memory to Wounded Warriors, https://www.woundedwarriorproject.org/.
